Most web design companies charge above five grand for a simple HTML website. It's not uncommon to hear that for a 10 page website you will get charged ten grand. With my company, i'm a sole proprietor so I only charge for my time and for the cost of supplies. I charge per page $250 since there is usually a minimum of 5 hours that gets spent on collaboration and construction of the page. I charge a la carte for any software programs and installation included with that, a la carte for SEO, a la carte for making a site mobile friendly and so forth. To have a web design custom created for your company you're looking at thousands of dollars typically. If it turns into a full website project, design costs are dropped - at least with my company... plus I only charge $500 for a web design complete with a template in dreamweaver and original PSD file.
